ABSTRACT
Drawing on a study of first- and fourth-grade teachers in six states, Allington
concludes that what matters most is "the capacity of classroom teachers to provide
expert, exemplary reading instruction" - instruction that cannot be packaged because
it is responsive to individual children's needs.
